Initiated by the Pastoralist Knowledge Hub of the Food and Agriculture Organization of the United Nations (FAO) and authored by Jonathan Davies et al of the International Union for Conservation of Nature (IUCN), the 90-page publication “Crossing boundaries: legal and policy arrangements for cross-border pastoralism” (2018) brings a review of various legal and policy instruments and agreements that show how countries across the world have facilitated pastoral movements between countries. It stresses the role of mobility as a strategy that allows pastoralists to make optimal use of scarce but valuable grazing and water resources over extensive areas of the drylands, also across international borders. The book aims to inspire and inform action by governments and civil society actors to develop legislation and other forms of legal instruments and cooperative agreements for transboundary pastoralism.
